Read as leadership of the whole business, not only of HS&E. The commitment, governance and accountability EI asks for process safety applies equally to how the company conducts itself: ethics, anti-bribery, delegations of authority, strategy and the conduct expected of everyone. A company that separates "safety leadership" from "business leadership" ends up with two cultures, and the workforce knows which one is enforced.
