Engineering
Scope
Technical standards, discipline competence, engineering processes, and the technical authority / subject matter expert framework. Engineering's job is to make sure that what is designed, modified or specified is technically sound — and that the people doing that work are competent to do it.
Out of scope
Operations, Maintenance and HSSE — these are separate functions with their own mappings. Engineering provides standards and assurance into those functions; it does not execute their work.
The reframing
"'Engineering = drawings and standards' thinking doesn't survive contact with the framework. If Engineering can name owners across all ten elements, the function is operating as a system, not a service. If two or three elements have no Engineering owner, that absence is the audit finding the organisation has not yet had."
