Purpose

To govern the work as it actually happens across every function — preparation, supervision, real-time decision-making, intervention and handover. Stop-and-intervene applies enterprise-wide, not only in operations.

The challenge it forces

"Many functions over-claim this element ('we deliver the work') when in truth they own the standard or the procedure but the execution sits with line management. HR doesn't execute people management — line managers do. Procurement doesn't manage contractor safety — line managers do. This element forces honesty about who is actually accountable when something happens at the sharp end."
