Scope
Health, safety, security and environment: the major accident prevention policy, HSSE standards, occupational health, environmental compliance, emergency response and HSSE assurance. The function that sets HSSE requirements and checks they are met across the whole company.
The reframing
"HSSE owns the rules and the assurance, not the safety. Line management delivers safe operations; HSSE sets the standard, advises, and checks. When HSSE is seen as 'the people who do safety', accountability drifts away from the line. The framework puts HSSE content in every element, and puts execution firmly with the departments that do the work."
