Scope
The feed pipeline, the marine terminal and the road loading facilities: the points where hydrocarbons cross the site boundary and where the company interfaces with ships, hauliers, the port and third parties.

"Pipelines and terminals sit under more than one regime: the pipeline under its own major accident prevention document, the site under COMAH, the jetty under port rules. Each interface is a place where responsibility can fall between regimes, so it needs to be explicit."
